Anyone in a PS1 line who has a combined 9 months of provisional and permanent time with no break in service will be eligible. Also, if they have less than that, a Deputy Commissioner could waive that requirement to allow them to receive the position. In other words, I would just tell everyone to apply if they want a shot at it and let the Department tell them they are not eligible.
As for people on leave lines, this will be on a case-by-case basis. If they were an APRM and stayed in the title of APRM, they will definitely be eligible for the position if they choose to apply. Many APRM's in the past have dropped themselves to become PS2's.
